Karl E. Mobbs MD

Dr. Mobbs received a BA from Loughborough University in the UK and a BSc from Texas A and M where he also completed his MD. He completed residency training in Psychiatry at The University of New Mexico in Albuquerque before completing post-doctoral training in Forensic Psychiatry at Case Western Reserve. He is certified by the American Board of Psychiatry and Neurology in both general as well as forensic psychiatry. He also obtained additional certification in Addiction Medicine through the American Board of Preventative Medicine.

His areas of special clinical and forensic psychiatric interest include the impact of both prescribed and illicit substances on mental state, insanity, preventative mental health, terrorism, malpractice, treatment of the severely mentally ill, testamentary capacity, fitness for duty, Independent Medical Examination’s, sentence mitigation, violence and suicide risk assessment, and complex medical-psychiatric care.

He has focused his training and career around treating the severely mentally ill population. He has also held concurrent leaderships roles at Oregon State Hospital, overseeing the high security forensic division, competency restoration, insanity aquitee, and civil commitment programs. He also served as interim director of Forensic Evaluation Services and sat on the Forensic Review Panel.

Dr. Mobbs splits his clinical practice between Oregon State Hospital and Oregon Department of Corrections. He currently maintains an Affiliate Faculty position at Oregon Health & Science University.

He currently devotes 20% of his practice time to the subspecialty of Forensic Psychiatry and Medical-Legal Consultation in addition to his clinical roles.

Dr. Mobbs has been an independent contractor to fpamed since 2025.
