Brian Holoyda, MD, MPH, MBA

Dr. Brian Holoyda graduated from Northwestern University with a Bachelor of Science in Human Communication Sciences in 2008. He received his Doctor of Medicine degree and Master of Public Health from Northwestern University in 2012. He completed a residency in Psychiatry and a fellowship in Forensic Psychiatry at the University of California, Davis Medical in 2016 and 2017, respectively. He is certified by the American Board of Psychiatry and Neurology in the fields of Psychiatry and Forensic Psychiatry.

In his clinical practice, Dr. Holoyda treats patients in pre-trial detention facilities in Contra Costa County. In November of 2023, he became the Chief Psychiatrist for the Contra Costa County Detention Health Services. In that role, he develops policy related to psychiatric services and oversees the clinical care provided by eight other psychiatrists in the county’s detention facilities.

Dr. Holoyda is an internationally recognized expert on paraphilic disorders and sexual offending. He previously served as the chairman of the Sexual Offenders Committee for the American Academy of Psychiatry and the Law (AAPL), of which he remains a member. He has published in peer-reviewed journals on topics including paraphilic disorders, sexual offending, correctional psychiatric practice, psychedelic drugs and their risks, and group beliefs. He has earned various awards for his work, including AAPL’s Rappeport Fellowship, the American College of Psychiatrists’ Laughlin Fellowship, the American Academy of Forensic Sciences’ Award for the Best Paper by a Fellow in Forensic Psychiatry, and the Association for the Treatment of Sexual Abuse’s Fay Honey Knopp Scholarship.

Dr. Holoyda has expertise relevant to criminal, civil, and correctional litigation. He has been qualified as an expert in forensic psychiatry in the states of Washington, California, Arizona, and Missouri. He has extensive experience conducting violence and sexual violence risk assessments in the United States and abroad. In the civil arena, Dr. Holoyda has performed evaluations related to malpractice, emotional injury, and 1983 claims, including those involving in-custody suicide.
